The official Phoenix Water Services page currently lists a $2-per-square-foot residential grass-removal incentive. Funds are subject to program approval and availability, and requirements can change. Who and What Qualifies
The current city checklist says the applicant must own the home and receive a City of Phoenix water or city-services bill. At least 250 square feet of grass must be removed. Existing grass must be living and healthy at a minimum of 75% density, with bare soil or weeds under 25% of the proposed removal area.
The finished area cannot be left as bare soil, and a pool or water feature cannot be installed in the grass-removal area. Grass removed under the program cannot be reinstalled while the recipient owns the property. HOA and historic-district requirements still apply separately.
Where Artificial Turf Fits
Phoenix's current page states that homeowners may choose to replace grass with some artificial turf or embrace a Sonoran-desert landscape. That wording matters: do not assume every square foot of a turf-heavy concept qualifies automatically. Describe the full replacement plan accurately and let the city determine eligibility during review.
A balanced plan can combine functional turf with desert-adapted plants, organic or inorganic groundcover, and responsible drainage. Artificial turf eliminates routine irrigation in that zone, while shaded planting can add habitat and reduce reflected heat.
Apply Before Removing Grass
The application requires documentation of the existing lawn and the proposed replacement. The city lists an aerial image with estimated square footage, a project description, photos from different angles, an Affidavit of Lawful Presence, and an IRS W-9 among the required items.
- Verify that the water account, property ownership, lawn condition, and square footage qualify.
- Photograph the living grass before any removal.
- Prepare the aerial measurement and replacement-landscape description.
- Submit the city documents and wait for authorization.
- Obtain separate HOA approval if the property is in a managed community.
- Begin removal only after the required Notice to Proceed.
Build a Qualifying, Buildable Plan
The rebate application and the construction plan should agree. If the city-facing description includes plants, rock, drainage, and turf, those same areas should appear in the site plan and contractor scope. Mark irrigation changes and preserve access to utilities.

Do Not Apply Phoenix Rules to Chandler
Programs differ by city.
